Description & Criteria

The Navy Recruiting Service Ribbon (NRSR) is awarded to officers and enlisted personnel of the U.S. Navy and Navy Reserve who successfully complete a designated tour of duty in various recruiting roles. **Authorization and Effective Date** The NRSR was authorized by a SECNAV letter dated February 21, 1997, and became effective on July 1, 1973. **Awarding Authority** Commanding Officers (COs) of specific commands, including the Navy Recruiting Command, Navy Recruiting Regions, and certain Navy recruiting units, have the authority to award the NRSR to eligible personnel. They are also responsible for ensuring that appropriate entries are made in the service record for those awarded the ribbon. **Criteria and Eligibility** The NRSR can be awarded to personnel assigned to the following activities: - Navy Recruiting Command (Millington, TN) - Navy Recruiting Regions - Navy Recruiting Districts - Navy Recruiting Orientation Unit (Pensacola, FL) - National Training Team - Navy Recruiting Quality Assurance Team (Great Lakes, IL) - Reserve Recruiting Support Units, Navy Recruiting Command Liaison Team (Federal Records Center, St. Louis, MO) - Navy Recruiting Youth Program Field Representatives - Navy Flight Demonstration Squadron (Blue Angels) - Navy Parachute Team (Leap Frogs) - Director, Candidate Guidance Office, U.S. Naval Academy - Information Officer Program To qualify, Career Force Recruiters (CRF) and Canvasser Recruiters (CANREC) must have successfully completed a tour of duty in recruiting. CRF personnel must complete three consecutive years of recruiting duty, and Reserve CANREC and ADSW recruiting personnel must meet similar requirements, ensuring no break in service exceeding 60 days during that time. **Definitions** - **Recruiting Duty**: Service at any of the Navy recruiting activities listed above. - **Prescribed Tour of Duty**: Defined by the member's projected rotation date from recruiting as established by the Chief of Naval Personnel. Members completing a minimum of 18 months on recruiting duty may request a waiver for early transfer to a non-recruiting area in specific situations. **Award Elements** The NRSR consists of a ribbon only, with no citation or certificate issued. Subsequent awards are denoted by a 3/16-inch bronze star, with a 3/16-inch silver star worn in place of five bronze stars. **Authorized Devices** In addition to the stars, personnel receiving "Gold Wreath" awards for superior productivity may wear a 3/16-inch bronze Arabic numeral indicating the total number of such awards. Overall, the NRSR recognizes the commitment and success of Navy recruiting personnel in their roles, emphasizing the importance of recruiting in maintaining the readiness and strength of the Navy.
