The short version

Where you can wear it

This is what people actually look up, and the regulation is unusually specific about it. The NWU Type III is authorized for wear at all locations, commuting and all normal tasks and associated stops, before, during and after the workday. The examples given are stops at child care, gas stations, off-base shopping, banking, the DMV and dining. NAVPERS 15665J Ch. 3

The limits. NWUs are not a liberty uniform. Wearing them while conducting official business, where business attire would be appropriate, or at social events after normal working hours is not permitted. Consuming alcohol in NWUs off base is not permitted. On base it is authorized as promulgated by Regional Commanders, and Area or Regional Commanders may restrict NWU wear further within their geographic limits.

Two specific carve-outs worth knowing:

What happened to coveralls

If you go looking for a coveralls component list in Chapter 3, you will not find one. That is not an omission.

The 6 November 2023 Summary of Changes to NAVPERS 15665J re-designated Navy blue coveralls from a seabag item to organizational clothing. Organizational clothing is loaned by the command and returned on transfer — it is not bought out of your uniform allowance and it does not belong to you. Because it sits outside the seabag, it has no component list in the uniform regulation. Summary of Changes, 6 Nov 2023

That is the same reason the 2POC — the Two-Piece Flame Resistant Organizational Clothing that supersedes coveralls at sea — is not in NAVPERS 15665J either. Its manner of wear was promulgated by a U.S. Fleet Forces Command message instead.

Common questions

Can you wear NWUs off base?
Yes, for commuting and all normal tasks and associated stops — the regulation lists child care, gas stations, off-base shopping, banking, the DMV and dining. But the NWU is not a liberty uniform, it is not worn to social events after working hours or when business attire would be appropriate, and consuming alcohol in it off base is not permitted.
Can you drink alcohol in NWUs?
Not off base. On base it is authorized as promulgated by Regional Commanders, so it depends where you are.
What is the difference between NWU Type II and Type III?
Type III is the woodland-pattern working uniform worn Navy-wide. The Type I blue digital pattern was phased out in 2019. Type II is a desert pattern restricted to specific communities.
Do officers and enlisted wear different NWUs?
Almost identically. The one difference in the component list is the belt: E-7 and above wear a khaki belt with a gold clip and gold buckle, E-6 and below wear a black belt with a silver clip and silver buckle. Rank is worn as embroidered chest insignia for everyone.
Are coveralls still a seabag item?
No. Navy blue coveralls were re-designated from a seabag item to organizational clothing in the 6 November 2023 Summary of Changes to NAVPERS 15665J. Organizational clothing is loaned by the command and returned on transfer, which is why it has no component list in Chapter 3.
